City Government The downtown area of Bainbridge Island was incorporated on August 23, 1947 as the City of Winslow. On February 28, 1991, the remaining unincorporated areas were annexed and the town known as Winslow became the City of Bainbridge Island. The city is governed by a Mayor and City Council and serviced by full-time Police Department, Fire District (mixture of full-time and volunteer personnel), School District and Parks and Recreation District.
